treasurer having been duly selected by a majority of such
committee] and giving corporate bond to Montgomery
County, Maryland satisfactory to and approved by the
[county manager] CHIEF ADMINISTRATIVE OFFICER and the
county attorney in a penal sum to be fixed by them,
[[conditioned upon the faithful discharge to]] [[be fixed
by them,]] conditioned upon the faithful discharge of the
[[dutied]] duties of [said] THE treasurer, and [said] THE
county council shall also order and have paid over to
[said] THE treasurer the proportion of the county road
tax to be levied and collected in the same manner as
though the [said] villages of "Friendship Heights" and
"The Hills" were an incorporated town, and [said] THE
villages shall, for the purpose, be considered by [said]
THE county council as an incorporated town of [said] THE
county. [; all] ALL of [said] THE funds [to] SHALL be
used directly by or through [said committee] THE VILLAGE
COUNCIL exclusively for opening, improving, widening,
maintaining, repairing and lighting the streets, roads,
lanes, [[alldys]] alleys, sidewalks, parking, drainage,
sewerage, sanitation and other village improvements, and
for furnishing police and fire protection, clerical and
other public service, including the removal of ashes,
garbage and other refuse and the disposal thereof.

If the majority of the [said] "Friendship Heights
[Citizens' Committee"] VILLAGE COUNCIL" decide the sum
hereinbefore authorized to be taxed and levied is an
insufficient amount for the ensuing year, or any
succeeding year, [then and in that event] then and in
that event the [said committee] VILLAGE COUNCIL, or
resident taxpayers of [said] THE villages affected by
this subtitle, may, on or before April 15, 1914, or any
succeeding year, petition in writing the county council
of Montgomery County to make an additional special levy
and tax of not more than [thirty] 30 cents on each [one
hundred dollars] $100 of the assessable value of [said]
THE real and personal property in [said] THE villages,
such petition to be signed by the majority of [said
committee] THE VILLAGE COUNCIL, or [such] WHATEVER number
of resident taxpayers as may satisfy [said] THE county
council of the fact that there is a general public demand
on the part of the residents, citizens and taxpayers of
[said] THE villages for [such] AN additional special levy
and such special tax for such purposes as hereinbefore
mentioned. [, but no such] A special levy of [such] THE
additional special tax [shall] MAY NOT be made on [such]
THE property, unless notice of the intention of [said]
THE county council to make [such] THE additional special
levy, the purpose or purposes thereof and the amount
thereof and approximate effect of [such] THE additional
