(d)    The members of the boards shall receive no
compensation for their services, but may receive per diem
and traveling expenses IN ACCORDANCE WITH THE STANDARD
TRAVEL REGULATIONS, to the extent authorized by the
budget.

(e)    The boards shall meet at least once a year at
a place and time determined by the members. A board may
also meet at such other times as it determines.

(f)    The boards shall reorganize annually and elect
a chairman.

(g)    Three members of a board constitute a quorum
to do business.

(h) No person shall be appointed to serve more
than two consecutive terms.

805.

(a)    Fees established by the boards shall be
sufficient to allow the boards to remain self—sustaining.

(b)    The boards are authorized to pay such expenses
incurred in carrying out the provisions of this subtitle
as the budget may provide for. For purposes of this
subtitle, the expenses of both boards shall be
consolidated as a single item in the budget.

(c)    All moneys collected under this subtitle shall
be paid over to the State Treasurer and shall become
general funds of the State. Such moneys shall thereafter
be disbursed by the Comptroller only pursuant to an
appropriation made in accordance with §§ 32 and 52 of
Article 3 of the Constitution or pursuant to the
provisions of §§ 1 through 15, inclusive, of Article 15A
of this Code, title "Budget and Fiscal Planning," as
amended from time to time.

(D) MEMBERS SHALL BE REIMBURSED FOR EXPENSES
INCURRED WHILE ACTUALLY ENGAGED IN THE PERFORMANCE OF
THEIR DUTIES IN ACCORDANCE WITH THE STANDARD TRAVEL
REGULATIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.
