Board shall elect annually one of its members as
chairman, and shall also elect annually a secretary, who
need not be a member of the Board. All Moneys collected
under this subtitle shall be paid over to the State
Treasurer, and shall become general funds of the State.
Such moneys shall thereafter be disbursed by the
Comptroller only pursuant to an appropriation made in
accordance with §§ 32 and 52 of Article 3 of the
Constitution or pursuant to the provisions of §§ 1
through 15, inclusive, of Article 15A of this Code, title
"Budget and Procurement," as amended from time to time.
The Board shall have the authority to obtain information
which it may require in the field of physical therapy
and, for that purpose, may secure the advice of experts
and consultants to be paid out of the funds of the Board.

Each member of the Board shall receive a per diem
allowance, as provided in the budget from time to time,
for the time spent in the performance of his official
duties, and shall be reimbursed for all proper traveling
and incidental expenses in carrying out the provisions of
this subtitle IN ACCORDANCE WITH THE STANDARD TRAVEL
REGULATIONS.

(a) All persons appointed to the boards after the
date on which the boards first issue a certificate of
license, as provided in § 795 shall be persons who hold
valid certificates of license. No member of the boards
may be a member or employee of the State Board of Health
and Mental Hygiene or its departments. Members of the
boards shall serve until the expiration of the term for
which they have been appointed or until their successors
are qualified.
(b) Their appointments shall be made as follows:
Three members of the first appointed boards
shall have terms of two, three and four years,
respectively, and two members shall serve terms of five
years, all dating from after July 1, 1972. Board members
appointed thereafter shall serve terms of five years.
(c) when a vacancy occurs upon either of the
boards, the Maryland Speech and Hearing Association shall
recommend not fewer than three persons to fill each
vacancy, and the Secretary of Health and Mental Hygiene
shall make his appointment from the persons so nominated.
The physician member of the boards shall be selected by
the Secretary from a list of not less than three persons
selected by the Maryland Ear, Nose and Throat Society
