MUNICIPALITY, OR AN AGENCY OF THEM.
(D) "PERMIT" MEANS A LICENSE, PERMIT, CERTIFICATE,
OR OTHER DOCUMENT OF APPROVAL REQUIRED TO BE OBTAINED
FROM A STATE AGENCY OR LOCAL GOVERNMENT [[PRIOR TO
COMMENCING OR COMPLETING THE DEVELOPMENT OF OR
CONSTRUCTION ON LAND, INCLUDING WETLAND]] FOR A PROJECT.
PERMIT SHALL NOT MEAN AN ACTION ON A COMPREHENSIVE ZONING
APPLICATION OR AN APPLICATION FOR A ZONING MAP AMENDMENT,
ZONING SPECIAL EXCEPTION, ZONING VARIANCE OR CONDITIONAL
ZONING USE.
(E) "PERSON" INCLUDES THE STATE, ANY COUNTY,
MUNICIPAL CORPORATION, OR OTHER POLITICAL SUBDIVISION OF
THE STATE, OR ANY OF THEIR UNITS, OR A NATURAL PERSON,
FIRM, CORPORATION, OR OTHER ENTITY.
(F) "PROJECT" MEANS ANY PROPOSED DEVELOPMENT OR
CONSTRUCTION, FOR WHICH MORE THAN ONE PERMIT IS REQUIRED
[[FROM A STATE AGENCY OR AGENCIES]].
(G) "COORDINATOR" MEANS THE PERSON DESIGNATED BY
THE BOARD OF PUBLIC WORKS TO PERFORM THE FUNCTIONS
SPECIFIED IN THIS SUBTITLE.
(H) "STATE AGENCY" MEANS ANY UNIT OF THE STATE
GOVERNMENT, WHETHER OR NOT IT IS INCLUDED AS PART OF A
PRINCIPAL DEPARTMENT. FOR PURPOSES OF THIS SUBTITLE, IT
INCLUDES THE GOVERNING BODY OF A SINGLE-COUNTY,
BI-COUNTY, OR MULTI-COUNTY DISTRICT OR AUTHORITY, OTHER
THAN A LOCAL GOVERNMENT OR AGENCY CREATED BY A LOCAL
GOVERNMENT, THE SUBDIVISION AND SITE REVIEW PROCEDURES
OF THE MARYLAND NATIONAL PARK AND PLANNING COMMISSION
SHALL BE CONSIDERED THE PROCEDURES OF A LOCAL GOVERNMENT
AGENCY.
58. ADMINISTRATION OF SUBTITLE; MASTER APPLICATION
(A) THE COORDINATOR DESIGNATED BY THE BOARD OF
PUBLIC WORKS SHALL COORDINATE THE ADMINISTRATION OF THIS
SUBTITLE, AND SHALL PERFORM THE DUTIES SET FORTH IN THIS
SUBTITLE.
(B) HE SHALL KEEP ON HAND COPIES OF ALL RULES AND
REGULATIONS AND ALL APPLICATION FORMS ADOPTED OR USED BY
THE VARIOUS STATE AGENCIES WITH RESPECT TO THE ISSUANCE
OF PERMITS.
(C) WITH THE COOPERATION OF EACH STATE AGENCY
HAVING AUTHORITY TO ISSUE A PERMIT, HE SHALL, IF
FEASIBLE, DEVELOP A MASTER APPLICATION FORM AND
APPROPRIATE APPENDICES FOR USE IN APPLYING FOP MULTIPLE
PERMITS.
