transportation of persons by water, the exchange, buying,
selling and transportation of commodities and other
property in international and national waterborne trade
and commerce, the promotion and protection of such trade
and commerce, and governmental services related to the
foregoing and other federal, State and municipal agencies
and services, including but not limited to foreign trade
zones, offices, marketing and exhibition facilities,
terminal and transportation facilities, customhouses,
custom stores, inspection and appraisal facilities,
parking areas, commodity and security exchanges, and, in
the case of buildings, structures, improvements and areas
in which such accommodation is afforded, shall include
all of such buildings, structures, improvements and
areas, notwithstanding that other portions of such
buildings, structures, improvements and areas may not be
devoted to purposes of the international trade center
other than the production of incidental revenue available
for the expenses and financial obligations of the
Department in connection with the international trade
center, and notwithstanding that other portions of such
buildings, structures, improvements and areas may be
rented or leased for the use or occupancy of departments,
bureaus, units or agencies of the United States of
America, the State of Maryland or any political
subdivision thereof,
(J) RAIL FACILITIES. - THE TERM "RAIL FACILITIES"
SHALL INCLUDE ALL SWITCHES, SPURS, TRACKS, STRUCTURES,
TERMINALS, YARDS, REAL PROPERTY, AND APPURTENANCES, AND
OTHER FACILITIES OF EVERY KIND USED OR NECESSARY IN THE
TRANSPORTATION OF PERSONS OR GOODS BY RAIL. THE TERM
SHALL ALSO INCLUDE LOCOMOTIVES, CARS, VEHICLES, AND ALL
INSTRUMENTALITIES OF SHIPMENT OR CARRIAGE NECESSARY IN
THE TRANSPORTATION OF PERSONS OR GOODS BY RAIL.
[(j)] (K) The term "refunding" shall mean the
retirement and cancellation of bonds, including bonds of
prior issues and revenue bonds of prior issues, after
their acquisition by or for the Department or Authority,
whether before, at or after maturity, either in exchange
for other bonds or by payment, purchase or redemption
with the proceeds of the sale of other bonds.
[(k)] (L) The term "resolution" shall mean, with
respect to the Authority, a resolution (i) duly adopted
by affirmative vote of a majority of the members
appointed and (ii) concurred in by the Secretary.
[(l)] (M) The term "transit facilities" shall
include any one or more or any combination of real or
personal property necessary or useful in rendering
transit service by any means whatever, including tracks,
rights—of—way, bridges, tunnels, subways, rolling stock
