(2)  The status of implementation programs to achieve
water quality standards for the State. Outstanding
violations and the status of correction shall be
included;

(3)  The status of interstate compacts and programs
of interstate agencies;

(4) The status of studies and programs developed
under this subtitle;

(5)  A description and the status of related federal
plans and studies; and

(6)   Other State programs pertaining to water and
related land resources. The report will include
proposals and recommendations for legislative and
administrative action to improve and implement the
provisions of this section.

(b) Any person who violates any of the provisions
of, or who fails to perform any duty imposed by this
subtitle, or any regulation or order issued under it, OR
the provisions of any permit of the Administration made
pursuant to this subtitle is guilty of a misdemeanor, and
upon conviction, is subject to a fine not exceeding
$25,00 0 or by imprisonment not exceeding one year, or
both, and, in addition, may be enjoined from continuing
the violation. If the conviction is for a violation
committed after a first conviction of the person under
this subsection, punishment shall be by a fine of not
more than $50,000 per day of violation or by imprisonment
not exceeding two years or both, and in addition, THE
PERSON may be enjoined from continuing the violation.
Each day upon which violation occurs constitutes a
separate offense.

(i) (2) Any person desiring to erect a stationary
blind or blind site in the waters of Talbot County first
shall obtain a license in accordance with the following
schedule of priorities:

(iii) All owners of riparian rights, their
lessees, licensees or assignees, owning less than 500
contiguous yards of shoreline shall have priority to
obtain a license for blind site between October 11 and 21
inclusive of each year, provided the complies] THEY
COMPLY with the requirements of written consent.
