(b) A permittee, or any person authorized by him,
may only hunt or trap nongame birds and mammals and
[protected] UNPROTECTED birds, except within the confines
of a special dog training area.]]

SECTION [[2. AND]]1. BE IT [[FURTHER]] ENACTED BY
THE GENERAL ASSEMBLY OF MARYLAND. That new [[Sections
5-902, 10-610(c), (d), (e) and]] Section 10-618(e) be and
[[they are]] it is hereby added to Article — Natural
Resources, of the Annotated Code of Maryland (1974
Volume and 1974 Supplement) to read as follows:

Article — Natural Resources

[[5-902.

(A)   THE GENERAL ASSEMBLY DECLARES THAT THERE IS
MEED FOR A PROGRAM TO MAKE FUNDS AVAILABLE TO STATE
AGENCIES AND ANY SUBDIVISION IN ORDER: (1) TO EXPEDITE
ACQUISITION OF OUTDOOR RECREATION AND OPEN SPACE AREAS
BEFORE ESCALATING COST OF LAND PREVENTS ITS PURCHASE FOR
PUBLIC USE AND BEFORE POTENTIAL AREAS ARE DEVOTED TO SOME
OTHER USE, AND (2) TO ACCELERATE DEVELOPMENT OF NEEDED
OUTDOOR RECREATION FACILITIES.

(B)   THIS PROGRAM IS KNOWN AS PROGRAM OPEN SPACE,
AND CARRIES OUT THE RECOMMENDATIONS OF THE 1968
LEGISLATIVE COUNCIL COMMITTEE ON RECREATIONAL AREAS. BY
ENACTING THIS PROGRAM, THE GENERAL ASSEMBLY INTENDS TO
PROVIDE FUNDS TO THE STATE AND ITS SUBDIVISIONS TO ENABLE
THEM TO ACQUIRE LAND FOR OUTDOOR PUBLIC RECREATION AND
OPEN SPACE USE AND DEVELOP THE LAND FOR PUBLIC
RECREATION.

(C)   TO EFFECTUATE THE PURPOSES OF THIS SECTION, THE
GENERAL ASSEMBLY HAS ESTABLISHED A FUNDING PROGRAM UNDER
CHAPTER 403 OF THE ACTS OF THE GENERAL ASSEMBLY OF 1969.

(C) A SNEAK BOAT OR BUSHWACK RIG MAY BE USED ONLY
WITHIN THE WATERS PROVIDED IN § 10-606 (A).

(D)    A SNEAK BOAT OR BUSHWACK RIG SHALL HAVE THE
DIMENSIONS PROVIDED IN § 10-609, EXCEPT WHEN USED ON THE
POTOMAC RIVER IN GARRETT, ALLEGANY, WASHINGTON,
FREDERICK, AND MONTGOMERY COUNTIES, AND ON THE WATERS OF
THE MONOCACY RIVER IN CARROLL OR FREDERICK COUNTY.
