SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 5-208 of Article - Agriculture,
of the Annotated Code of Maryland (1974 Volume and 1974
Supplement) be and it is hereby repealed:

5-208.

[Every application of pesticides shall be by a
licensed person with the following exemptions:

(1)   Application by aircraft of any substance with
the intention of changing atmospheric conditions;

(2)  Application of fertilizer, seeds, or any     other
similar substance, specified by the Secretary,   if not
containing a pesticide when applied by some medium     other
than aircraft;

(3)   Application of any pesticide under a permit
issued by the Secretary for research or related purposes
to any person or application of any pesticide by the 0.
S. Department of Agriculture or any other federal
agency;

(4)   Application of any preservative treatment to
fabric;

(5)   Application of any antidesiccant to any
ornamental plant;

(6)    Application, by a grower operating or
supervising the operation of his own equipment, of any
pesticide to the individual's own property, or upon the
property of another if the operation is performed without
consideration other than the exchange of labor or
equipment;

(7) Application of any pesticide by any person to
