12.
The Institutional board of review [shall consist]
CONSISTS of the director, the three associate directors,
the professor of the University of Maryland school of Law
who is a member of the [advisory board] BOARD OF PATUXENT
INSTITUTION, both members of the Maryland bar who are
members of the [advisory board] BOARD OF PATUXENT
INSTITUTION and a sociologist to be appointed by the
board of Patuxent Institution from the faculty of an
accredited institution of higher education in Maryland.
Five members, including either the professor of law or
one of the members of the bar who is a member of the
[advisory board] BOARD OF PATUXENT INSTITUTION shall
constitute a quorum. The board of Patuxent Institution,
if the director is absent or if the position of director
is vacant, or the director if an associate director is
absent or if a position of associate director is vacant,
shall appoint from the staff of the Institution a
substitute member of the institutional board of review to
serve during the absence or vacancy.
17.
The [board] DIRECTOR of Patuxent Institution [is
hereby empowered to] MAY determine from time to time
whether, and to what extent, persons in the custody of
[said] THE Institution and selected by [its] THE
director, shall supply goods, wares, merchandise and
produce required to be purchased by "consuming
institutions" as defined in Article 27, § 680 of the
Annotated Code of Maryland. All such activities shall
be conducted in accordance with the provisions of Article
27, § 680 of the Annotated Code of Maryland.
19.
Upon the approval of the Board of Public Works, the
[board] DIRECTOR of Patuxent Institution [is hereby
empowered in its discretion to] MAY apply for and receive
from the federal government or any board, bureau,
commission, department or other agency thereof any funds,
chattels, or foodstuffs by way of grant or loan that may
be available to be used in the establishment, maintenance
or program of the [said] Institution.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.
