INTERESTED IN ANY CONTRACT, PURCHASE OR SALE MADE ON THE
RECOMMENDATION OF ANY OFFICER, EMPLOYEE OR BOARD MEMBER,
AND MAY NOT ACCEPT ANY REWARD OR GIFT, OR PROMISE OF A
REWARD OR GIFT, DIRECTLY OR INDIRECTLY FROM ANY PERSON
INTERESTED IN ANY CONTRACT, PURCHASE OR SALE MADE ON THE
RECOMMENDATION OF ANY OFFICER, EMPLOYEE OR BOARD MEMBER.
AN OFFICER, EMPLOYEE OR BOARD MEMBER SHALL REPORT ANY
SUCH OFFENSE WITHIN HIS KNOWLEDGE TO THE DIRECTOR. ANY
SUCH CONTRACT MADE IS VOID.

(D)    AN OFFICER, MEMBER OF THE STAFF, EMPLOYEE OF
THE INSTITUTION, MEMBER OF THE BOARD OF PATUXENT

(a) The [advisory board for defective delinquents
is hereby] BOARD OF PATUXENT INSTITUTION IS established
as part of the Department of Public Safety and
Correctional Services. It [shall consist] CONSISTS of
the professor of psychiatry [in] AT the Medical School of
the University of Maryland [,or someone designated by
him;] OR HIS DESIGNEE; the professor of psychiatry [at
the Johns Hopkins Medical School, or someone designated
by him;] OF THE MEDICAL SCHOOL OF THE JOHNS HOPKINS
UNIVERSITY OR HIS DESIGNEE; two competent sociologists OR
CRIMINOLOGISTS from the FACULTY OF THE University of
Maryland and the Johns Hopkins University, one each to be
appointed by the respective presidents of these two
institutions; the full—time professor of constitutional
law at the University of Maryland School of Law, or if
there be no such full—time professor, or if he is unable
to serve, such other full—time professor of the
University of Maryland School of Law as may be designated
by the dean of [said school;] THE SCHOOL; THE FULL-TIME
PROFESSOR OF CONSTITUTIONAL LAW AT THE UNIVERSITY OF
BALTIMORE SCHOOL OF LAW, OR IF THERE BE NO SUCH FULL-TIME
PROFESSOR, OR IF HE IS UNABLE TO SERVE, ANOTHER FULL-TIME
PROFESSOR OF THE SCHOOL OF LAW AS MAY BE DESIGNATED BY
THE DEAN; the Director of Parole and Probation; [and]THE
COMMISSIONER OF CORRECTION; two practicing members of the
Maryland bar, with at least five years' experience in the
trial of civil [and/or] OR criminal cases, AND SIX
ADDITIONAL MEMBERS., ALL MEMBERS OF THE BOARD OF PATUXENT
