ALL POWERS AND AUTHORITY NECESSARY TO ENABLE HIM TO FULLY
DISCHARGE THE POWERS OF MANAGEMENT, CONTROL AND
SUPERVISION CONFERRED UPON HIM AND UPON THE INSTITUTION
BY THIS ARTICLE.

(C) THE DIRECTOR, WITH THE ADVICE OF THE BOARD OF
PATUXENT INSTITUTION, MAY MAKE, REPEAL OR AMEND SUCH
RULES AND REGULATIONS, NOT INCONSISTENT WITH THE LAW OR
APPLICABLE RULES AND REGULATIONS OF OTHER STATE AGENCIES
AS MAY BE NECESSARY FOR THE OPERATION, DISCIPLINE AND
CONDUCT OF THE INSTITUTION.

3.

(a) There [shall be] ARE three associate directors
of the [said] Institution. One of [said] THE associates
shall be a trained, able, and competent psychiatrist of
at least three years' experience in the practice or
teaching of psychiatry; and one of [said] THE associates
shall be a trained, able, and competent behavioral
scientist of at least three years' experience in the
practice or teaching of his specialty; and [said] THE
associates shall assist primarily in the diagnostic and
treatment duties of the Institution. The third of
[said] THE associates shall be particularly charged,
under the director, with the custodial duties of the
Institution. There shall also be in the Institution at
least three psychiatrists or clinical psychologists, at
least four trained social workers (one of whom shall be a
psychiatric social worker), a physician, and a dentist,
together with such other psychiatrists, psychologists,
social service workers and sociologists, physicians,
administrative officers, custodians, clerks, and other
officers and employees as may be provided in the budget
from time to time. Except as otherwise provided herein,
the salaries of all officers and employees in the
Institution shall be as provided in the budget.

(b) Persons in professional positions in the
[said] Institution, including the associate directors and
all social workers and sociologists, psychiatrists,
psychologists, physicians and dentists shall be appointed
by the director, subject to the approval of the [board of
Patuxent Institution,] SECRETARY OF PUBLIC SAFETY AND
CORRECTIONAL SERVICES, and shall not be included in the
merit system under the provisions of Article 64A of the
Annotated Code.

(C) AN OFFICER, MEMBER OF THE STAFF, EMPLOYEE OF
THE INSTITUTION, MEMBER OF THE BOARD OF PATUXENT
INSTITUTION OR MEMBER OF THE INSTITUTIONAL BOARD OF
REVIEW MAY NOT BE DIRECTLY OR INDIRECTLY CONCERNED OR
