WHEREAS, It has been determined that it would not be
now in the best interests of the City to borrow the
money; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Chapter 125 of the Laws of Maryland of
1970 be and it is hereby repealed.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety, and having been passed by a yea and
nay vote supported by three-fifths of the members elected
to each of the two Houses of the General Assembly of
Maryland, the same will take effect from the date of its
passage.

Baltimore City as a participating agency in the loan

Bond Issue).
