Chapter 3

3(b) The remainder of such proceeds shall be used
for the acquisition, by purchase, condemnation or any
other legal means, of land or property, or any rights
therein, in the City of Baltimore, and for constructing
and erecting on said land or property, or on any land or
property now or hereafter owned by the Mayor and City
Council of Baltimore, new buildings, structures and
facilities, and for additions and improvements to, or the
modernization or reconstruction of, existing buildings,
structures and facilities owned by the Mayor and City
Council of Baltimore, to be or now being used for or in
connection with the operations, functions and activities
of the Mayor and City Council of Baltimore, the Police
Department of Baltimore City, THE FIRE DEPARTMENT OF
BALTIMORE CITY, and the Courts located in Baltimore City,
and for acquiring and installing equipment for any and
all buildings, structures or facilities authorized to be
constructed or erected under the provisions hereof, and
for doing any and all things necessary, proper or
expedient in connection with or pertaining to any or all
of the matters or things hereinbefore mentioned;
provided, however, that the Mayor and City Council of
Baltimore shall designate in any ordinance or ordinances
ordained, from time to time, to be submitted to the legal
voters of Baltimore City authorizing the issuance and
sale of any bonds which may be issued under the
provisions of this Act, the particular buildings,
structures or facilities to be constructed or erected and
the particular general use to be made thereof.

SECTION 2. AND BE IT FURTHER ENACTED, That nothing
contained in this Act shall be taken or construed to:

(a)    Change, alter or modify any of the terms and
provisions of Chapter 3 of the Laws of Maryland of 1963,
except in the manner and to the extent specifically set
forth herein; and

(b)    Change, alter or modify or release any of the
obligations or liabilities which the City has incurred or
may incur under the terms and provisions of any bonds
which the City has heretofore issued and sold pursuant to
the legislation hereinbefore mentioned.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the
