614                                          LAWS OF MARYLAND                           [Ch. 96

City of Baltimore, including, but not limited to, the
conversion of ornamental incandescent residential street
lighting units and facilities to other units and
facilities, and the acquisition, installation and
erection of any and all materials, equipment, lighting
units, structures and facilities needed to properly
illuminate the aforementioned public ways, and for doing
any and all things necessary, proper or expedient in
connection with or pertaining to any or all of the
matters or things herein mentioned.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of the members elected to
each of the two Houses of the General Assembly of
Maryland, the same shall take effect from the date of its
passage.

AN ACT concerning

Baltimore City — Bond Issue Authorization Repeal

FOR the purpose of repealing in its entirety Chapter 125
of the Laws of Maryland of 1970 (Baltimore City Bond
Issue Authorization — Central District Police
Station).

By repealing

Chapter 125 of the Laws of Maryland of 1970.

Preamble

WHEREAS, Chapter 125 of the Laws of Maryland of 1970
authorized the Mayor and City Council of Baltimore to
borrow Four Million Five Hundred Thousand Dollars and to
use that money to construct or erect a Central District
Police Station; and

WHEREAS, The Mayor and City Council of Baltimore has
not exercised any of the power or authority granted to it
