SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 3(a—1) be and it is hereby
added to Article 52A — Juvenile Services, of the
Annotated Code of Maryland (1972 Replacement Volume and
1973 Supplement) to read as follows:

(A-1) FROM AND AFTER JULY 1, 1974, THE ADVISORY
BOARD SHALL CONSIST OF SIX ADDITIONAL MEMBERS TO BE
APPOINTED BY THE SECRETARY OF HEALTH AND MENTAL HYGIENE
FROM MEMBERS OF THE PUBLIC SECTOR. OF THESE SIX, THREE
SHALL BE BETWEEN THE AGES OF 16 AND [[21]] .25 AT THE TIME
OF APPOINTMENT TO A FIRST TERM; AND OF THESE THREE, AT
