repeal and re—enact, with amendments, subsection
(b), title "Fire prevention and protection" to
provide instead for fire prevention plan review and
licensing; and to add a new subsection (e), title
"Solid Waste Management"; to add a new Section
2—16F, to create a Department of Fire/Rescue
Services to provide for a central responsibility for
decision—making and coordination of the fire and
rescue related services provided by the County
government, including communications, training and
fire prevention functions; to add a new Section
2—16G to create a new Department of Transportation
to provide for all former services performed by the
Department of Public Works, with the exception of
solid waste management, and to transfer solid waste
responsibilities to the Department of Environmental
Protection; to provide that the functions of the
Department of Transportation are to include
transportation operations, engineering, traffic
engineering, parking, street construction, street
maintenance, street cleaning, equipment maintenance,
subdivision development, rights—of—way acquisition,
and the handling of all operational responsibilities
of the County relating to transportation, including
mass transit, airparks and landing fields and
regulation of public transportation insofar as the
County has now or is granted such authority by law;
to add a new Section 2—16H, to create an Office of
Facilities Management and Services, with the
functions of building maintenance, property
management, central duplicating and communications;
and to add new Sections 2—16I and 2—16J correcting
Code references.

BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND, that -

Sec. 1. Section 2-80, title "Created; director,"
and Section 2—81, title "Composition; functions," Chapter
2, title "Administration," of the Montgomery County Code
1965, as amended, pertaining to the Department of General
Services be and are hereby repealed.

Sec. 2. Section 2—16D, Chapter 2, title
"Administration," subtitle, "Department of Environmental
Protection," of the Montgomery County Code 1965, is
hereby amended by repealing and re—enacting, with
amendments, subsection (b), title "Fire prevention and
protection," and by adding a new subsection (e), title
"Solid Waste Management," to read as follows:
