COUNTY LOCAL LAWS
AND CONTRACTING AS PROVIDED IN THIS ARTICLE, THE COUNTY
COUNCIL MAY CONTRACT FOR ANY AND ALL PROFESSIONAL
SERVICES NECESSARY TO ASSIST THE COUNCIL IN THE EXERCISE
OF ITS POWERS AND FOR WHICH SUFFICIENT FUNDS HAVE BEEN
APPROPRIATED, SUCH CONTRACT TO BE ADMINISTERED BY THE
CHIEF ADMINISTRATIVE OFFICER IN ACCORDANCE WITH THE
PROVISIONS OF THIS ARTICLE.
Sec. 3. The Council hereby declares that an
emergency exists and that this legislation is necessary
for the immediate protection of public health and safety.
Therefore, this Act shall take effect on the date on
which it becomes law.

AN ACT to amend Chapter 2, title "Administration,";
Chapter 24, title "Streets and Roads,"; Chapter 44,
title "Silver Spring, Bethesda, Wheaton and
Montgomery Hills Parking Lot Districts,"; Chapter
73, title "Administration,"; Chapter 79, title
"Building Code,"; Chapter 87, title "Garbage and
Refuse,"; Chapter 103, title "Streets and Roads,";
Chapter 104, title "Subdivision of land,"; and
Chapter 113, title "Elm Disease," of the Montgomery
County Code, as amended, by repealing Sections 2—80
and 2—81 to abolish the Department of General
Services and Sections 73-12, 73-13 and 73-14 to
abolish the Department of Public Works, and by
amending Sections 24-22, 24-25, 24-43, 44-10, 44-13,
44-14, 44-15, 79-19, 103-3, 103-9, 103-13, 103-16,
103-17, 103-18, 103-20, 104-24, 104-25, 104-26,
104-27 and 113-1 to substitute the words "Department
of Transportation" wherever reference is made to the
"Department of Public Works" and to substitute the
words "Director, Department of Transportation"
wherever references are made to the words "Director"
or "Director, Department of Public Works,"; to amend
Section 2-49A to strike the words "Chapter 106,
title 'Taxicabs'"; and to provide that wherever the
words "Director" or "Department of Environmental
Protection" are used in Chapter 106 they shall mean
the "Director, Department of Transportation"; and
further to amend Section 87—22, title "Refuse
Collection District" to substitute "Director,
Department of Environmental Protection" in place of
"Director of Public Works"; to amend Section 2—16D
title "Department of Environmental Protection" to
