collected on any taxes covered by this; subsection until
at least thirty days after the bill for the taxes has
been mailed or made available. From and after January 1,
all such taxes are overdue and in arrears, and shall bear
interest at the rate of one—half of one per cent for each
month or fraction thereof until paid.

(e)    Any real property completed during the period
after September 30 in any year and through December 31 in
the next succeeding year, or otherwise first added to the
tax rolls during this period, is hereby subject to the
payment of property taxes for the six months beginning on
that January 1 and ending on the next succeeding June 30.
The taxes for these six months shall be computed by using
the assessed valuation of the property at one—half the
current annual tax rate for the county. Taxes imposed
for these six months are due and payable as of the
specified day of January 1, or as of the day a tax bill
therefor was or reasonably should have been received or
available whichever is the later date. No interest or
penalties may be charged or collected on any taxes
covered by this subsection until at least thirty days
after the bill for the taxes has been mailed or made
available. From and after April 1, all such county taxes
are overdue and in arrears, and they shall bear interest
at the rate of one—half of one per cent for each month or
fraction thereof until paid.

(f)    Improvements shall become assessable hereunder
if they are substantially completed. In the case of
buildings under construction, the term "substantially
completed" shall mean when the building is under roof,
plastered (or ceiled) and trimmed.

Sec. 6. Severability.

The provisions of this Act are severable and if any
provision, sentence, clause, section or part thereof is
held illegal, invalid or unconstitutional or inapplicable
to any person or circumstances, such illegality,
invalidity or unconstitutionality, or inapplicability
shall not affect or impair any of. the remaining
provisions, sentences, clauses, sections or parts of the
act or their application to other persons or
circumstances. It is hereby declared to be the
legislative intent that this act would have been adopted
if such illegal, invalid or unconstitutional provision,
sentence, clause, section or part had not been included
therein, and if the person or circumstances to which the
act or any part thereof is inapplicable had been
specifically exempted therefrom.
