COUNTY LOCAL LAWS

BE OF HISTORIC OR ARCHITECTURAL VALUE, THE BOUNDARIES OF
WHICH SHALL BE ESTABLISHED IN ACCORDANCE WITH APPROPRIATE
PROVISIONS OF THE ZONING REGULATIONS OF HOWARD COUNTY AS
AMENDED FROM TIME TO TIME.

2.    AS USED HEREIN THE TERM "STRUCTURE"
MEANS A COMBINATION OF MATERIAL TO FORM A CONSTRUCTION
THAT IS STABLE, INCLUDING AMONG OTHER THINGS, BUILDINGS,
STADIUMS, REVIEWING STANDS, PLATFORMS, STAGINGS,
OBSERVATION TOWERS, RADIO TOWERS, WATER TANKS AND TOWERS,
TRESTLES, PIERS, PAVING, BULKHEADS, WHARVES, SHEDS, COAL
BINS, SHELTERS, FENCES AND DISPLAY SIGNS, AND SHALL BE
INTERPRETED TO INCLUDE NATURAL LAND FORMATIONS. THE TERM
"STRUCTURE" SHALL BE CONSTRUED AS IF FOLLOWED BY THE
WORDS "OR PART THEREOF" AND SHALL BE DETERMINED TO
INCLUDE THE WORDS "APPURTENANCES AND ENVIRONMENTAL
SETTINGS."

3.    AS USED HEREIN, THE TERMS "APPURTENANCES
AND ENVIRONMENTAL SETTING" SHALL INCLUDE, BUT NOT BE
LIMITED TO, WALKWAYS AND DRIVEWAYS (WHETHER PAVED OR
NOT), TREES, LANDSCAPING, AND ROCKS.

B. - PURPOSE

1.    THE REGULATIONS SET FORTH IN THIS
SECTION ARE ADOPTED PURSUANT TO THE AUTHORITY OF ARTICLE
66B, SECTION 8.01 (HISTORIC AREA ZONING) OF THE ANNOTATED
CODE OF MARYLAND 1957, AS AMENDED, TO REGULATE THE
CONSTRUCTION, ALTERATION, RECONSTRUCTION, MOVING AND
DEMOLITION OF STRUCTURES OF HISTORIC AND ARCHITECTURAL
VALUE TOGETHER WITH THEIR APPURTENANCES AND ENVIRONMENTAL
SETTINGS WITHIN RESPECTIVE SPECIFIED LIMITS. THIS
REGULATION IS DESIGNED TO SAFEGUARD THE HERITAGE OF THE
COUNTY BY PRESERVING DISTRICTS HEREIN WHICH REFLECT
ELEMENTS OF ITS CULTURAL, SOCIAL, ECONOMIC, POLITICAL OR
ARCHITECTURAL HISTORY; TO STABILIZE AND IMPROVE THE
PROPERTY VALUES IN SUCH DISTRICTS IN THE COUNTY; TO
FOSTER CIVIC BEAUTY; TO STRENGTHEN THE LOCAL ECONOMY; AND
TO PROMOTE THE USE AND PRESERVATION OF SUCH HISTORIC
DISTRICTS IN THE COUNTY FOR THE EDUCATION, WELFARE AND
PLEASURE OF THE RESIDENTS OF THE COUNTY.

2.    THE ZONING REGULATIONS OF HOWARD COUNTY,
AS AMENDED, SHALL REMAIN IN FULL FORCE AND EFFECT WITHIN
ANY HISTORIC DISTRICT HEREAFTER ESTABLISHED, EXCEPT AS
MAY HEREIN BE MODIFIED.

3.    THE LAND USE AS DESIGNATED ON THE ZONING
MAP OF HOWARD COUNTY, AS AMENDED, SHALL REMAIN IN FULL
FORCE AND EFFECT WITHIN ANY HISTORIC DISTRICT HEREAFTER
ESTABLISHED.

4. A CERTIFICATE OF APPROVAL FROM THE
