SECTION 2. AND BE IT FURTHER ENACTED, That this
Ordinance shall take effect forty—five (45) days from the
date it becomes law.

AN ORDINANCE to repeal Section 3-208(53) of the Anne
Arundel County Code (1967 Edition and Supplements),
Title 3, "Buildings", Subtitle 2, "Structural
Requirements", and to enact new Section 3—208(53) in
lieu thereof, to stand in the place of the section
repealed, to establish new standards for grounding
electrodes.

SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That Section 3-208(53) of
the Anne Arundel County Code (1967 Edition and
Supplements), Title 3, "Buildings", Subtitle 2,
"Structural Requirements", be, and it is hereby repealed,
and that new Section 3—208(53) be, and it is hereby
enacted in lieu thereof, to stand in the place of the
Section repealed, and to read as follows:

Section 3-208

(53) IMMEDIATELY BELOW SUBSECTION 1502.2, INSERT
THE FOLLOWING NEW SUBSECTION 1502.3:

"SUBSECTION 1502.3 - GROUNDING ELECTRODE: EXPANDING
USE OF NON-METALLIC PIPING FOR WATER SYSTEMS AND
INSULATING COUPLINGS ON METAL WATER SYSTEMS MAKES IT MORE
IMPORTANT THAT THE WATER PIPING WITHIN A BUILDING BE
ADEQUATELY GROUNDED WITHOUT DEPENDING ON CONNECTIONS TO
AN OUTSIDE PIPING SYSTEM. IN ORDER TO PROVIDE ADEQUATE
ELECTRICAL GROUND A CONCRETE ENCASED ELECTRODE SHALL BE
PROVIDED. SAID ELECTRODE SHALL CONSIST A MINIMUM
HORIZONTAL LENGTH OF TWENTY FEET (20') OF PARE COPPER
CONDUCTOR, NOT SMALLER THAN NO. 4, ENCASED BY AT LEAST
TWO INCHES (2") OF CONCRETE AND LOCATED WITHIN AND
CENTERED NEAR THE BOTTOM OF A FOUNDATION FOOTING THAT IS
IN DIRECT CONTACT WITH THE EARTH. THE ELECTRODE SHALL BE
LOCATED NEAR THE EXPECTED LOCATION OF THE SERVICE PANEL
AND SHALL BE EXTENDED TO PROVIDE A MINIMUM OF SIX INCHES
(6") OF CONDUCTOR ABOVE THE FINISHED CONCRETE FLOOR. IF
