MUNICIPAL CHAPTERS

The citizens residing within the area more
particularly hereinafter defined are hereby made a body
corporate by the name and style of the "Mayor and Common
Council of Riverdale" and by that name may have perpetual
succession, sue and be sued, have a common seal, purchase
and hold real and personal property or dispose of the
same for the benefit of said town, and may pass and adopt
all ordinances, resolutions or by—laws necessary or
proper to exercise the powers granted herein or
elsewhere.

63—13. Definitions

"Council" means the "Common Council of Riverdale".

"Emergency". An unforeseen and/or sudden
combination of circumstances affecting the health,
welfare and safety of the inhabitants of the Town which
calls for immediate action.

"Gender". Words importing the masculine gender
shall include the feminine and neuter.

"Municipality" is synonomous with "Town of
Riverdale".

"Sidewalk". The word "sidewalk" shall mean any
portion of a street between curb line, or the lateral
lines of a roadway where there is no curb, and the
adjacent property, intended for the use of pedestrians.

"Singular" may be either singular or plural.

"Street". The word "street" shall include public
avenues, boulevards, highways, roads, alleys, lanes,
bridges and the approaches thereto and all other public
thoroughfares in the town and shall mean the entire width
thereof between abutting property line; it shall be
constructed to include a sidewalk or footpath unless the
contrary is expressed and unless such construction would
be inconsistent with the manifest intent of the Town
Council.

63—14. General Government

The governmental functions of the Town shall be
vested in a Mayor and six (6) Councilmen.

The Legislative process of the Town shall be vested
