MUNICIPAL CHARTERS

Commissioners; qualified voters," and Sec. 31—3,
entitled: "Election of president of board of
Commissioners," both sections being part of Chapter 31 of
the Code of Cecil County, Maryland and constituting one
amendment to the municipal charter of the town. The
amended sections shall be repealed in their entirety,
reorganized in their substance and shall change the
qualifications of voters and officeholders of the town
and shall change the election schedules and terms of
office of the board of commissioners.

SECTION 1. BE IT RESOLVED BY THE BOARD OF
COMMISSIONERS OF THE TOWN OF RISING SUN, MARYLAND that
Sec. 31-2 of the Charter of Rising Sun be repealed and
re-enacted to read as indicated herein. Said section
shall be retitled: "Sec. 31-2. Voter qualifications,"
shall reduce the residency requirement from one year to
thirty days or, in lieu of such residency, shall require
a fee simple interest in real estate in the town. Said
section shall read as follows:

SEC. 31-2. VOTER QUALIFICATIONS.

EVERY PERSON WHO IS (1) A CITIZEN OF THE UNITED
STATES, (2) AT LEAST EIGHTEEN YEARS OF AGE, (3) A BONA
FIDE RESIDENT OF THE TOWN FOR AT LEAST THIRTY DAYS NEXT
PRECEDING ANY ELECTION AT WHICH HE SHALL OFFER TO VOTE OR
WHO, IN THE ABSENCE OF SUCH RESIDENCY, SHALL OWN A FEE
SIMPLE INTEREST IN REAL ESTATE WITH THE TOWN, AND (4)
REGISTERED TO VOTE IN ACCORDANCE WITH THE PROVISIONS OF
THIS CHARTER, IS A QUALIFIED VOTER OF THE TOWN, EVERY
QUALIFIED VOTER OF THE TOWN IS ENTITLED TO VOTE AT ALL
TOWN ELECTIONS.

SECTION 2. AND BE IT FURTHER RESOLVED that Sec.
31—3 of the Charter of Rising Sun be repealed and
re—enacted to read as indicated herein. Said section
shall be retitled: "Sec. 31—3. Board of Commissioners:
qualification, nomination, election and term of office,"
shall (a) change the term of office from two years to
four years with staggered elections, and with the
election of 1973 being a transition election, and (b)
require that letters requesting nomination for election
reach the secretary of the Board of Commissioners prior
to adjournment of the annual town meeting. Said section
shall read as follows:

SEC. 31-3. BOARD OF COMMISSIONERS: QUALIFICATION,
NOMINATION, ELECTION AND TERM OF OFFICE.

A. QUALIFICATION. THE BOARD OF COMMISSIONERS
SHALL CONSIST OF FIVE PERSONS, THE PRESIDENT AND FOUR
COMMISSIONERS, ALL OF WHOM SHALL BE CITIZENS OF THE
UNITED STATES, AT LEAST TWENTY FIVE YEARS OF AGE AT THE
