authority on any highway within the State which
shall be greater than [fifty] FIFTY-FIVE miles per
hour, and the provisions of this Order shall apply
notwithstanding any greater maximum speed limits
which may be lawfully in effect prior to the
effective date of this Order.
"5. The State Department of Transportation
and all other appropriate governmental authorities
are directed to prepare and post, as soon as
possible, appropriate signs on the affected highways
giving notice of the maximum speed limit ordered
herein.
"6. Any operation of a vehicle on the
highways within the State in excess of [fifty]
FIFTY—FIVE miles per hour shall be a violation of
the provisions of Article 66—1/2, Section 11-801(a)
and Section 11—801(b), and shall subject the person
operating the vehicle to the procedures and
penalties provided for violations of Article 66—1/2,
Sections 11—801(a) and 11-801(b), as well as
subjecting such person to the penalties provided in
Article 41, Section 15B, for violations of this
Order."
EXECUTIVE ORDER OF JANUARY 4, 1974
ENERGY CRISIS - FUEL PRICE CONTROLS
WHEREAS, I, MARVIN MANDEL, Governor of the State of
Maryland, did on November 14, 1973, proclaim that a
State of emergency existed within the area
constituting the entire State of Maryland by reason
of an acute shortage in usable energy resources; and
WHEREAS, I further proclaimed that, in accordance with
the procedures contained in Article 41, Section 15B
of the Annotated Code of Maryland, as amended by
Chapter 1 of the Acts of 1973, Second Special
Session, I would promulgate reasonable Orders, Rules
and Regulations, as I deem necessary, to protect the
public health, safety and welfare and to bring the
emergency situation under control; and
WHEREAS, The acute shortage in certain usable energy
resources has resulted in many complaints of
unlawful profiteering by the charging of prices for
such resources in excess of those allowed by law, at
the expense of the public at large; and
