MARYLAND, DO HEREBY RE-NAME FRIENDSHIP INTERNATIONAL
AIRPORT, AND DO HEREBY DECLARE THAT IT BE AND IT IS
HEREBY RE-NAMED:
"BALTIMORE-WASHINGTON INTERNATIONAL AIRPORT."
EXECUTIVE ORDER OF NOVEMBER 16, 1973
ENERGY CRISIS - 50 MILE SPEED LIMIT
WHEREAS, I, MARVIN MANDEL, Governor of the State of
Maryland, did on November 11, 1973, proclaim that a
state of emergency existed within the area
constituting the entire State of Maryland by reason
of an actual or impending acute shortage in usable
energy resources; and
WHEREAS, I further proclaim that, in accordance with the
procedures contained in Article 41, Section 15B of
the Annotated Code of Maryland, as amended by
Chapter 1 of the Acts of 1973, Second Special
Session, I would promulgate reasonable Orders, Rules
and Regulations, as I deem necessary, to protect the
public health, safety and welfare and to bring the
emergency situation under control; and
WHEREAS, The said statutory procedures authorize me to,
inter alia, establish and implement standards for
the conservation and consumption of energy
resources; and
WHEREAS, The said statutory procedures further authorize
me to inter alia, modify existing standards and
requirements affecting the use of energy resources;
and
WHEREAS, A substantial proportion of the State's usable
energy resources is used as fuel for vehicles
operating on the highways within the State; and
WHEREAS, The clear and convincing evidence indicates that
a substantial conservation of such usable energy
resources can be effectuated by lowering the maximum
speed limits on highways within the State to fifty
miles per hour; and
WHEREAS, In view of the actual or impending acute
shortage in usable energy resources in the State,
such conservation is reasonable and necessary to
