within the Office of the Secretary, whose responsibility
shall include program planning and analysis for all
activities of the Department.
6. All appropriate personnel, funds, facilities, and
powers are transferred as necessary to effectuate the
above changes.
7. These organizational changes are proposed as of
November 9, 1973, and are effective immediately upon
approval of the Governor.
EXECUTIVE ORDER OF NOVEMBER 16, 1973
BALTIMORE-WASHINGTON INTERNATIONAL AIRPORT
WHEREAS, Pursuant to Chapter 180 of the Laws of 1972, the
General Assembly authorized the purchase of
Friendship International Airport by the State of
Maryland from the City of Baltimore; and
WHEREAS, The transfer of the land and improvements
comprising Friendship International Airport became
effective July 26, 1972; and
WHEREAS, This Airport now belongs to residents of all
areas of Maryland including the City of Baltimore;
and
WHEREAS, The location of the Airport in Anne Arundel
County places it at the population center of the
State of Maryland, between the two great
metropolitan areas of Baltimore and Washington; and
WHEREAS, It is the intent of the State to develop its
major air carrier airport as a regional facility
which will effectively service the
Baltimore—Washington area and all of Maryland in the
coming decade; and
WHEREAS, The name "Friendship International Airport" does
not communicate the location of this fine facility
to travellers in other parts of the nation and world
whom we invite to visit Maryland.
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
OF MARYLAND, PURSUANT TO THE PROPOSAL OF HARRY R.
HUGHES, SECRETARY OF TRANSPORTATION, AND BY VIRTUE
OF THE AUTHORITY VESTED IN ME BY ARTICLE II, SECTION
24 OF THE CONSTITUTION OF MARYLAND AND BY ARTICLE
