State to take certain action to deal with such
shortage in order to protect the health, safety, and
welfare of the citizens of Maryland as recognized by
the General Assembly in the enactment of Chapter 1
of the Laws of Maryland (1973 Second Special
Session);

NOW, THEREFORE, I, MARVIN MANDEL, BY VIRTUE OF THE
AUTHORITY VESTED IN ME BY ARTICLE II, SECTION 24 OF
THE CONSTITUTION OF MARYLAND, AND BY ARTICLE 41,
SECTION 15C OF THE ANNOTATED CODE OF MARYLAND,
HEREBY PROMULGATE THE FOLLOWING ORDER, EFFECTIVE
IMMEDIATELY:

1.    There is hereby created an Energy Policy
Office within the Executive Branch of the State
Government. The Office shall be headed by a Director,
who shall be designated by and serve at the pleasure of,
the Governor. The Director shall perform such duties as
are assigned to him by the Governor or otherwise provided
by law.

2.    There is hereby created an Energy Policy
Advisory Board as part of the Energy Policy Office, to
advise the Governor and the Director of the Energy Policy
Office on matters of energy policy. The Board shall be
of such size as determined by the Governor. It shall be
appointed by the Governor and serve at his pleasure.

EXECUTIVE ORDER OF NOVEMBER 14, 1973
ECONOMIC AND COMMUNITY DEVELOPMENT

Pursuant to Sections 3A and 15CA, Article 41,
Annotated Code of Maryland, and upon recommendation of
the Secretary of the Department of Economic and Community
Development, the following organizational changes,
consistent with statute, are hereby made within the
Department of Economic and Community Development.

1. There shall be an Assistant Secretary for Economic
Development, within the Office of the Secretary. The
areas of responsibility of the Assistant Secretary for
Economic Development shall include:
