to homes, schools, hospitals, commercial and
industrial establishments, public utilities, and
governmental facilities; and
WHEREAS, Current projections for the immediate future
forecast impending increased shortages in such
energy resources of 10—20%, with localized shortages
projected to be as high as 50%; and
WHEREAS, Severe health hazards and other hardships and
injuries to persons, severe economic dislocations,
and curtailments of the provision of essential
public services have occurred, or are imminent, and
the probability exists that same will occur or
continue to occur; and, therefore, the public
health, safety and welfare is imperiled.
THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME
BY ARTICLE 41, SECTION 15B OF THE ANNOTATED CODE OF
MARYLAND (1971 REPLACEMENT VOLUME AND 1973
CUMULATIVE SUPPLEMENT, AS AMENDED BY CHAPTER 1 OF
THE ACTS OF 1973, SECOND SPECIAL SESSION), HEREBY
PROCLAIM THAT A STATE OF EMERGENCY EXISTS WITHIN THE
AREA CONSTITUTING THE ENTIRE STATE OF MARYLAND; AND
I FURTHER PROCLAIM THAT, IN ACCORDANCE WITH THE
PROCEDURES CONTAINED IN ARTICLE 41, SECTION 15B OF
THE ANNOTATED CODE OF MARYLAND, AS AMENDED BY
CHAPTER 1 OF THE ACTS OF 1973, SECOND SPECIAL
SESSION, I SHALL PROMULGATE REASONABLE ORDERS, RULES
AND REGULATIONS, AS I DEEM NECESSARY, TO PROTECT THE
PUBLIC HEALTH, SAFETY AND WELFARE AND TO BRING THE
EMERGENCY SITUATION UNDER CONTROL.

WHEREAS, There is an impending acute shortage of usable
energy resources throughout the State and the
nation; and
WHEREAS, It may become necessary under federal law for
the State to take certain action with regard to the
allocation and reallocation of energy resources, and
to take other action to deal with the impending
acute shortage; and
WHEREAS, It will become necessary, irrespective of any
possible federal legislation or regulations, for the
