Planning or any other agency with respect to leasing
matters or related duties, powers and
responsibilities not by this Order delegated to the
Department of General Services shall remain in
effect unless and until changed by the Secretary of
Budget and Fiscal Planning or other officer
authorized by law to change them.

SPECIAL SESSION OF GENERAL ASSEMBLY

Convening the General Assembly of Maryland in

Extraordinary Session at Annapolis, Maryland

Friday, November 9, 1973, 12:00 Noon

Pursuant to the powers vested in me, as Governor, by
Article II, Section 16, of the Constitution of Maryland,
I, Marvin Mandel, Governor of the State of Maryland, do
hereby proclaim and convene a Special and Extraordinary
Session of the General Assembly of Maryland to commence
at 12:00 Noon on Friday, November 9, 1973, in the State
Capitol in the City of Annapolis.

PROCLAMATION OF NOVEMBER 14, 1973
ENERGY CRISIS - FUEL SHORTAGES

WHEREAS, I, MARVIN MANDEL, Governor of the State of
Maryland, have been advised and informed that a
state of public crisis and emergency exists within
the State of Maryland by reason of an actual or
impending acute shortage in usable energy resources;
and

WHEREAS, There is currently within the State of Maryland

actual shortages of distillate fuel oil, residual

fuel oil, gasoline, kerosene, natural gas, propane
and other energy resources; and

WHEREAS, These shortages have already resulted in the
curtailment of supplies of various energy resources
