It thus appears that House Bill 316 incorporates the
provisions of House Bill 1173, but in addition is more
detailed and is made applicable to more counties than
House Bill 1173. Since the signing of both House Bills
316 and 1173 might raise problems of statutory
construction, and since the provisions of House Bill 1173
are apparently covered by House Bill 316, we would
recommend that House Bill 1173 not be signed.

AN ACT concerning
Washington Metropolitan Area Transit
Authority — Metro Transit Police
FOR the purpose of authorizing the Washington
Metropolitan Area Transit Authority to establish and
maintain a regular police force; specifying the
powers, duties, and jurisdiction of this police
force; authorizing the Authority to adopt rules and
regulations governing the use of its transit
facilities; providing for penalties for violations
of the Authority's rules and regulations; providing
for the appointment, classification, training and
compensation of the [[member]] members of the police
force; authorizing the Authority to enter into
mutual aid agreements with the various jurisdictions
within the Transit Zone; defining the terms "transit
zone" and "zone"; and generally relating to the
Washington Metropolitan Area Transit Authority and
the Metro Transit Police.
