MARVIN MANDEL, Governor                       3151

Maryland Constitution, I have today vetoed House Bill
1243.

This bill authorizes the Washington Metropolitan
Area Transit Authority to establish and maintain a police
force, and generally sets forth the powers and
jurisdiction of the police force.

Senate Bill 733, which was enacted by the General
Assembly and signed by me on May 31, 1974, accomplishes
the same purposes as House Bill 1243, and it is therefore
unnecessary for me to sign House Bill 1243.

Sincerely,
/s/ Marvin Mandel
Governor

House Bill No. 1487 - State Debt for Coal Mining
and Fuel Study

AN ACT concerning

Creation of a State Debt — Coal Mining and Fuel Study

FOR the purpose of authorizing the creation of a State
debt in the aggregate amount of One Hundred Thousand
Dollars ($100,000), the proceeds thereof to be used
to fund a feasibility study, under the direction and
control of the Secretary of the Department of
Natural Resources, to determine the safest, most
productive, most economically competitive, and least
environmentally harmful methods of mining coal in
Western Maryland; to determine optimum methods of
converting coal to more environmentally acceptable
fuels; and to make recommendations regarding sources
of State and federal funding of coal mining in
Western Maryland; and providing generally for the
issue and sale of bonds evidencing such loan.

May 31, 1974.

Honorable John Hanson Briscoe
Speaker of the House of Delegates
State House
Annapolis, Maryland 21404

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
