This bill modifies the formula for State aid to
institutions of higher education.

Senate Bill 668, which was enacted by the General
Assembly and signed by me on May 31, 1974, accomplishes
the same purpose as House Bill 1059, and it is therefore
unnecessary for me to sign House Bill 1059.

House Bill No. 1083 — Hospital Care for Indigents
AN ACT concerning

Hospital Care — Indigent and Medically Indigent Persons
and Declaration of Estimated Income Tax

FOR the purpose of [[phasing out]] reducing the payments
by the counties and Baltimore City toward hospital
care costs for indigent and medically indigent
persons for the fiscal year 1975 and thereafter,
[[and]] correcting an error in the language,

changing the date on or before which an amended

declaration of estimated income tax is required to

be filed and one—fourth of the estimated tax due is

required to be paid, providing for an appropriation
for the 1974—1975 fiscal year of the funds necessary
for the increase in State payments for the Medical

Assistance Program and relating generally to

reducing the payments by Baltimore City and the

counties for the hospital care of indigent and

medically indigent persons and increasing the State

payments to the Medical Assistance Program through
advancement of payment of a portion of estimated
income tax.
