This bill reduces the payments by the counties and
Baltimore City toward hospital care costs for indigent
and medically indigent persons and increases the State's
payments for that program. It further provides for the
advancement of payment of a portion of the estimated
State income tax to provide the necessary funds for the
increase in State payments.

Senate Bill 701, which was enacted by the General
Assembly and signed by me on May 31, 1974, accomplishes
the same purposes as House Bill 1083.

Therefore, it is unnecessary for me to sign House
Bill 1083.

for Public Education

AN ACT concerning

Public Education — Basic Current Expenses
and Declaration of Estimated Income Tax

FOR the purpose of increasing the expenditure for basic
current expenses in which the State shall share for

public education , changing the date on or before

which an amended declaration of estimated income tax
is required to be filed and one—fourth of the
estimated tax due is required to be paid, providing
for an appropriation for the 1974—1975 fiscal year
of the funds necessary for the increase in the State
share for basic current expense, and relating

generally to increasing the State share for basic

current expense of education through advancement of
payment of a portion of estimated income tax.
