Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
918.

This bill prohibits producers or refiners of
petroleum products from operating retail service
stations, and regulates voluntary allowances and rental
agreements.

Senate Bill 465, which was enacted by the General
Assembly and signed by me on May 31, 1974, accomplishes
the same purposes as House Bill 918. In addition, Senate
Bill 465 authorizes the State Comptroller to permit
reasonable exceptions to the divestiture dates specified
by the Act, which should alleviate hardship situations.

For these reasons, I have decided to veto House Bill
918.
