Dear Mr. Speaker:

In accordance with Article II, Section 17, of the
Maryland Constitution, I have today vetoed House Bill
928.

This bill requires that certain new     high—rise

buildings be provided with a complete automatic  sprinkler

system in order to protect the life, limb, and     property
of occupants in case of fire.

Senate Bill 572, which was enacted by the General
Assembly and signed by me on May 31, 1974, accomplishes
the same purpose as House Bill 928, but defines a
"high—rise building" as any building for human occupancy
which is four or more stories above grade level or over
forty—five feet in height. House Bill 928 defines a
"high—rise building" as any building for human occupancy
which is four or more stories above grade level or over
fifty feet in height.

As all the buildings included in House Bill 928 are
also included within the provisions of Senate Bill 572,
and since it is more in keeping with the life saving
purpose intended by the bill, I have decided to sign
Senate Bill 572.

Consequently, it is unnecessary for me to sign House
Bill 928.
