3026                                    JOINT RESOLUTIONS

approximately 65 percent of the freight service on the
Peninsula without a substitute mode of transportation
being made available; and

WHEREAS, The economic survival of the entire Eastern
Shore is dependent upon rail freight service transferring
heavy bulk items of agricultural nature in and out of the
region; and

WHEREAS, The Delmarva Advisory Council is an agency
of the states of Delaware, Maryland and Virginia; and

WHEREAS, The Delmarva Advisory Council is the proper
vehicle for the three states to use in a combined effort
to retain this vital rail service; and

WHEREAS, This Council is presently sponsoring a
railroad committee composed of representatives of the
Tri—State area and this committee is actively engaged in
active defense of our Eastern Shore rail lines; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
all interested parties, including State agencies, are
encouraged to cooperate with the Delmarva Advisory
Council and the Delmarva Advisory Council Railroad
Committee in their efforts to maintain this rail service;
and be it further

RESOLVED, That copies of this Resolution be sent to
the Governor, and to the Maryland representatives on the
Delmarva Advisory Council.

FOR the purpose of requesting the Governor to create the
Maryland Waterfowl Study Commission.

WHEREAS, Maryland's waterfowl tradition has been an
important feature of the distinctive life of this State
since colonial times; and

WHEREAS, Changing populations and habits of
waterfowl have a significant impact on the economic,
