recreational, and social life of the State, particularly
in tidewater areas; and

WHEREAS, Recent developments indicate that the
waterfowl resource is in serious jeopardy; and

WHEREAS, There is a feeling of urgency among the
many thousands of individuals who benefit from this
resource that certain immediate action is necessary; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That:

A.    The Governor appoint the Maryland Waterfowl
Study Commission.

1.     The Commission shall consist of 12
members representing the various areas
of the State. Said members shall be
individuals who are currently involved
in waterfowling, are in no way directly
associated with either the State or
Federal conservation agencies, and are
willing to give of their time and energy
to the State.

2.    In addition to the 12 members the
Director of the Division of Wildlife
Management of the Department of Natural
Resources shall be an ex—officio member.

3.    The Governor shall from the membership
of the Commission, designate the
Chairman.

4.     The Department of Natural Resources
shall provide the Commission with the
necessary secretarial and technical
support, meeting rooms, and other
necessities for their activities.

B.    The Commission shall:

1.     Accumulate, study, analyze and record
the history of waterfowling within the
State over the past 20 years.

2.    Study and report upon existing
conditions, such conditions to include,
but not be limited to:

a. Location of habitat, its
ownership, and its availability
for waterfowl use.
