A House Joint Resolution concerning
New Programs in Medical School Training
FOR the purpose of requesting the Maryland Council for
Higher Education to review programs for training of
medical students in other states, to compare these
programs with those offered by medical schools in
the State, and to submit recommendations for any
changes in the education and training of medical
students.
WHEREAS, The present system of education of medical
students as physicians in the State has resulted in a
two-fold problem, first, that the medical schools are
graduating too few physicians in some areas of practice,
and secondly, that too many physicians are locating in
urban areas of the state where there is an oversupply and
too few serving the other areas of the State.
The result of the present educational system is that
there are not enough physicians engaged in family
practice in all areas of the State, and there are not
enough physicians of all kinds in the non-urban areas of
the State.
One solution to the problem obviously lies in the
expansion of the capability of medical schools in the
State to train medical students, but any expansion of
existing medical school facilities or the establishment
of additional medical schools requires capital
expenditures of a magnitude which is disproportionate to
the results to be achieved.
It is the belief of the General Assembly that there
are other solutions to the problem that are worthy of
consideration which are more flexible and less expensive.
It is desirable to review the innovative programs
being developed in states such as Indiana, New Jersey,
and Illinois to determine their relevance to programs of
medical education and training in this State; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Maryland Council for Higher Education is requested to
