A House Joint Resolution concerning
Mass Transit. Buses - Baltimore Harbor Tunnel
FOR the purpose of requesting the Mass Transit
Administration to [[establish]] study the
feasibility of establishing bus routes through the
Baltimore Harbor Tunnel in order to link the
southern and eastern portions of the Baltimore
metropolitan area with mass transit facilities.
WHEREAS, Thousands of Baltimore area residents daily
undergo the ritualistic ordeal of commuting to and from
work between the southern and eastern portions of the
metropolitan Baltimore area by inching their way through
the approaches to the Baltimore Harbor Tunnel and sitting
out seemingly endless and frustrating traffic jams; and
WHEREAS, In addition to the burden of traffic
congestion, the Tunnel commuters must also bear the ills
of air pollution caused by the noxious emissions of their
own automobile; and
WHEREAS, If the logical and reasonable alternative
of mass transit through the Baltimore Harbor Tunnel would
be made available to the commuters who must get back and
forth between south and east Baltimore every day through
that route, it is safe to assume that many people would
avail themselves of this alternative, and, in turn, the
traffic problems and air pollution would diminish
significantly, much to the benefit of all; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Mass Transit Administration [[establish, as soon as
possible,]] study the feasibility of establishing
effective and suitable mass transit bus routes through
the Baltimore Harbor Tunnel in order to link the southern
and eastern portions of the Baltimore Metropolitan Area;
and be it further
RESOLVED, That the Mass Transit Administration,
through the State Department of Transportation, report to
the General Assembly on the [[progress of
implementation]] results of the feasibility study of such
bus routes by September 1, 1974; and be it further
RESOLVED, That the Secretary of the State of
Maryland forward copies of this Resolution to the
Secretary of the Department of Transportation, Harry S.
Hughes; and the Administration of the Mass Transit
Administration, 1515 Washington Boulevard, Baltimore, Md.
