A Senate Joint Resolution concerning
Power Plant Siting
FOR the purpose of requesting the President of the Senate
and Speaker of the House of Delegates to form a
special committee to review and report on the State
Power Plant Siting Program.
WHEREAS, The State Power Plant Siting Program was
established by the General Assembly in 1971 to implement
a continuing research program for electric power plant
site evaluation and related environmental and land use
considerations, including biological and ecological
baseline studies, monitoring of power plant facilities,
evaluation of proposed sites, determination of potential
use of waste energy, and analysis of socio-economic
impact of power generation facilities on land uses in the
state; and
WHEREAS, The program also includes acquisition of
land within the State to be held for power plant
construction;
WHEREAS, The program is funded through an electric
bill surcharge based on kilowatt hours used; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the President of the Senate and the Speaker of the House
of Delegates appoint a special committee to review the
work of the [[committee]] program to date, its funding
and its plans for future programs; and that this
committee include a representative from the Department of
Natural Resources and a representative from the Public
Service Commission, and be it further
RESOLVED, That copies of this Resolution be sent to
the President of the Senate, the Speaker of the House of
Delegates and to the Honorable James B. Coulter,
Secretary, Department of Natural Resources, Tawes Office
Building, Annapolis, Maryland.
