in the Supplemental Budget $30,000 for this
purpose ] ].

WHEREAS, The United States is facing an energy
crisis of paralyzing proportion; and

WHEREAS, Americans have grown used     to unlimited

supplies of inexpensive fuels to power their  automobiles,

and to generate electricity for their       homes and
businesses; and

great difficulty getting gasoline; and

WHEREAS, The shortage of fossil fuels necessitates
the use of alternative energy sources for the generation
of electricity, the heating and cooling of homes and
businesses as well as the supplying of hot water so that

day; and

WHEREAS, The area of central Maryland near Baltimore

average of about 2,580 hours of sunshine per year, which
is a sufficient supply of energy for supplementary
heating and cooling of residential structures, and for
supplying them with hot water; now, therefore, be it

advised to consult on this project with the University of
Maryland and the Johns Hopkins University, in addition to
all other sources of advice and information that say
