restrictions, if any, on the practice of law by the
State's Attorney and any assistants, any other relevant
matters, and shall report to the chairman of the Wicomico
County Delegation its recommendations by January 1,
1975]] if the committee recommends there be a full—time
State's Attorney in Wicomico County, it also shall
recommend his duties, the appropriate salary, the number
of Assistant State's Attorneys, restrictions, if any, on
the practice of law by the State's Attorney and his
assistants, and any other relevant matters; and the
committee shall report its recommendations by January 1,
1975 to the members of the Wicomico County Delegation in
the General Assembly of Maryland.

(House Joint Resolution 110)
A House Joint Resolution concerning
Employment in Charles Count;
FOR the purpose of calling on the Commissioners of
Charles County to employ, except as teachers, only
residents of Charles County.
WHEREAS, The principal justification of county
government is that it permits government by those closest
to the local scene, who have personal experience with the
problems and opportunities it presents; and
WHEREAS, Compliance with this principle dictates
that those who are involved in guiding the affairs of the
county, and are paid with county funds, should reside in
that county, and pay taxes to it; and
WHEREAS, Employing teachers who reside outside the
county does not violate the spirit of county government,
as they are not involved in the day-to—day affairs of the
county; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the General Assembly calls on the Commissioners of
Charles County to employ, except as regards teachers,
only residents of Charles County; and be it further
RESOLVED, That a copy of this Resolution be sent to
the Commissioners of Charles County, LaPlata, Maryland
20646.
