disqualification or failure to properly qualify, the
[Governor] BOARD OF COUNTY COMMISSIONERS shall fill said
vacancy as soon thereafter as practicable.

8-8.

[He] THE COUNTY CLERK is authorized and empowered to
administer an oath or affirmation to any person
presenting a claim to said commissioners against the
county, for which service he shall not be entitled to
make any charge, the same being hereby Bade a part of his
official duty.

8-9.

[They] THE COUNTY COMMISSIONERS are authorized and
empowered to offer a reward for the arrest and conviction
of criminals for offenses committed within said county,
whenever in their judgment the nature and character of
the offense will warrant it, and to levy upon the
assessed property of the county to pay the same;
provided, however, that the reward to be paid in any one
case shall not exceed one hundred dollars,,

SECTION 2. AND BE IT FURTHER ENACTED, That if the
County Commissioners of Washington County enacts an
ordinance or ordinances having the effect of amending
Section 8—4 fa) of the Code of Public: Local Laws of
Washington County pertaining to duties of the County
Clerk, in accordance with the provisions of Section
8-4(b) of that Code, the County commissioners shall
forward five copies of each of such ordinance to the
State Department of Legislative Reference within two weeks
after the effective date of the ordinance.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect [[July 1, 1974]] JANUARY 1, 1975.
