whenever any account is approved and passed by the County
Commissioners he shall make a record of the same in a
book to be kept for that purpose, to which shall be
attached an accurate index, so that the dealings of every
one with the County Commissioners may be readily
ascertained; he shall perform such other duties as are
imposed upon clerks of County Commissioners by any
general law of the State of Maryland or by any local law
for Washington County, and such other clerical duties as
may be required of him by order of the County
Commissioners; he shall receive all money paid to the
County Commissioners from all sources except the annual
levy; keep an accurate account of all money received by
him and pay over the same as received to the collector of
county taxes of Washington County, and shall make a
detailed monthly report thereof to the County
Commissioners; before entering upon the duties of his
office said clerk shall execute a bond to the State of
Maryland, to be approved by a judge of the Circuit Court
for Washington County, in the penalty of ten thousand
dollars conditioned for the true and faithful performance
of the duties of his office, and that he shall well and
faithfully account for and pay to the proper person to
receive the same, all moneys, orders or funds coming into
his hands; and said bond shall be liable for any default
by him or misappropriation of any of the county's money
or funds which shall be entrusted to him, and shall be
recorded in the office of the clerk of the Circuit Court
for Washington County; and it shall be his duty to
receive from the collector of county taxes for said
county all interest coupons upon the bonded indebtedness
of said county due and paid by said collector; also all
bonds due and redeemed by said collector; and he shall at
once cancel the same and report to the commissioners at
their next meeting the amount of coupons or bonds or both
so received and canceled; the bond of the said collector
shall be responsible for all money paid him by the said
collector shall pay out said money so received by him on
orders or warrants of the County Commissioners in manner
provided by Section 8—17 of this Article; all necessary
books and stationery required by said county clerk shall
be supplied by the County Commissioners and shall remain
the property of said County Commissioners.
(B) NOTWITHSTANDING ANY OTHER PROVISION OF THIS
CODE OF PUBLIC LOCAL LAWS, THE COUNTY COMMISSIONERS MAY,
BY ORDINANCE, PROVIDE ADDITIONAL DUTIES FOB THE COUNTY
CLERK, AND MAY, BY ORDINANCE, ASSIGN DUTIES IMPOSED UPON
THE CLERK BY THIS SECTION TO OTHER COUNTY OFFICIALS.
