County who represents or is a member of any agency,
department, board, commission, sanitary district,
body politic and corporate, or other governmental or
quasi—governmental unit of Washington County, or any
member of that attorney's firm, partnership or
corporation, from representing any person, business,
organization, or other legal entity in any
proceeding, negotiations, or other natter before or
with such agencies; requiring these agencies to
furnish the clerk of the County Commissioners of
Washington County a list of the names and addresses
of all attorneys representing or members of such
agencies; and requiring that this list be a Batter
of public record and open to inspection.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 2—1 and 2-2, to be under the
new subtitle "2. Attorneys" be and they are hereby added
to the Public Local Laws of Washington County being
Article 22 of the Code of Public Local Laws of Maryland
(1970 Edition) to read as follows:

(A) AN ATTORNEY WHO REPRESENTS ANY AGENCY,
DEPARTMENT, BOARD, COMMISSION, SANITARY DISTRICT, BODY
POLITIC AND CORPORATE, OR OTHER GOVERNMENTAL OR
QUASI-GOVERNMENTAL UNIT OF WASHINGTON COUNTY, OR ANY
MEMBER OF THAT ATTORNEY'S FIRM, PARTNERSHIP, OR
CORPORATION (PROFESSIONAL ASSOCIATION), MAY NOT REPRESENT
A PERSON, BUSINESS ORGANIZATION OR ANY OTHER LEGAL
ENTITY, IN ANY PROCEEDING, NEGOTIATIONS, OR ANY OTHER
MATTER BEFORE OR WITH SUCH AGENCY, DEPARTMENT, BOARD,
COMMISSION, SANITARY DISTRICT, BODY POLITIC AND
CORPORATE, OR OTHER GOVERNMENTAL OR QUASI-GOVERNMENTAL
UNIT OF WASHINGTON COUNTY.
