COMMISSIONER SHALL BE STAGGERED SO THAT ONE EXPIRES ON

FEBRUARY 1 OF EACH YEAR. IN THE CASE OF THE FIRST FIVE
COMMISSIONERS NAMED THE:

(1)    GOVERNOR'S APPOINTEE FROM THE MAJORITY

POLITICAL PARTY SHALL SERVE FOR FIVE YEARS,

(2)    APPOINTEE OF THE PRESIDENT SHALL SERVE FOR

FOUR YEARS

(3)    APPOINTEE OF THE SPEAKER SHALL SERVE FOR THREE
YEARS,

(4)    APPOINTEE OF THE CHIEF JUDGE SHALL SERVE FOR
TWO YEARS, AND

(5) GOVERNOR'S APPOINTEE FROM THE MINORITY PARTY
SHALL SERVE FOR ONE YEAR.

A VACANT POSITION ON THE COMMISSION SHALL BE FILLED

PROMPTLY FOR THE UNEXPIRED TERM, BY THE AUTHORITY WHO

APPOINTED THE MEMBER WHOSE POSITION IS TO BE FILLED.

MEMBERS OF THE COMMISSION ARE ELIGIBLE FOR REAPPOINTMENT.
WITHIN 30 DAYS FROM THE EFFECTIVE DATE OF THIS SUBTITLE,

THE GOVERNOR, PRESIDENT, SPEAKER, AND THE CHIEF JUDGE

SHALL APPOINT INITIAL MEMBERS TO THE COMMISSION.

(D)    PERSONS PROHIBITED FROM SERVING.

NO OFFICER OR EMPLOYEE OF THE STATE OR ANY OF ITS
SUBDIVISIONS, OR CANDIDATE FOR PUBLIC OR PARTY OFFICE, IS
ELIGIBLE TO SERVE ON THE COMMISSION.

(E)    ALLOWANCE, OFFICE, AND STAFF.

EACH MEMBER OF THE COMMISSION RECEIVES PER DIEM

COMPENSATION AS PROVIDED IN THE BUDGET FOR EACH DAY

ACTUALLY ENGAGED IN THE DISCHARGE OF THE MEMBER'S OFFICAL
DUTIES, AS WELL AS REIMBURSEMENT FOR ALL NECESSARY AND
PROPER EXPENSES. THE COMMISSION SHALL SHARE OFFICE
FACILITIES WITH THE STATE BOARD AND BE SERVED BY THEIR
STAFF.

(F)    MEETINGS.

MEETINGS OF THE COMMISSION ARE HELD AT THE CALL OF

THE CHAIRMAN, OR ANY THREE MEMBERS. THREE MEMBERS

CONSTITUTE A QUORUM.

(G)    POWERS AND DUTIES OF THE COMMISSION

THE COMMISSION SHALL HAVE ALL POWERS AND DUTIES

NECESSARY FOR THE ENFORCEMENT OF THIS SUBTITLE,

INCLUDING:
