2518 LAWS OF MARYLAND [Ch. 729 ANY UNSPENT PORTION OF A PUBLIC CONTRIBUTION SHALL BE REPAID TO THE COMPTROLLER FOR REDEPOSIT IN THE FUND SOT LATER THAN 60 DAYS FOLLOWING THE ELECTION FOR WHICH SHALL BE PRESUMED AS SPENT PRIOR TO ANY EXPENDITURE OF THE PUBLIC CONTRIBUTION. (C) LIABILITY FOR REPAYMENT. A CANDIDATE AND HIS TREASURER ARE JOINTLY AND SEVERALLY PERSONALLY LIABLE FOR REPAYING TO THE COMPTROLLER ANY PART OF A PUBLIC CONTRIBUTION__WHICH WAS UNSPENT OR WHICH IS SPENT IN VIOLATION OF SUBSECTION (A) [[30-8]]30-7. FAIR CAMPAIGN FINANCING COMMISSION. A FAIR CAMPAIGN FINANCING COMMISSION SHALL ENFORCE THE PROVISIONS OF THIS SUBTITLE. THE COMMISSION CONSISTS (1) TWO APPOINTED BY THE GOVERNOR, ONE TO BE A (2) ONE APPOINTED BY THE PRESIDENT OF THE SENATE; (3) ONE APPOINTED BY THE SPEAKER OF THE HOUSE OF (4) ONE, WHO IS NOT A JUDGE, APPOINTED BY THE (5) FOUR APPOINTED BY THE GOVERNOR FROM THE PUBLIC (B) CHAIRMAN.
