the term, and they shall be eligible for reappointment.
Notwithstanding anything to the contrary contained
herein, the original term of office of one of the members
of the board of regents whose office is established on
June 1, 1970, shall commence on the first Monday [of] IN
June of 1970 and shall expire on the first Monday in June
of 1972, and the original term of office of the other
member of the board of regents whose office is
established on June 1, 1970, shall commence on the first
Monday in June of 1970, and shall expire on the first
Monday [on] IN June of 1973. Thereafter, the terms of
office of the members of the board of regents established
on June 1, 1970, shall be five years.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

Elections — Public Campaign Financing

FOR the purpose of establishing [[qualifications for
receiving a public campaign donation according to a
number of certified signatures on petitions,
creating a Fair Campaign Financing Commission and
providing for its composition, powers and
responsibilities, providing for the allocation of
money in the Fair Campaign Financing Fund,
establishing a method of disbursing a public
campaign donation, providing for the enforcement of
the subtitle, permitting voluntary contributions to
the Fair Campaign Financing Fund, restricting the
Act's applicability to certain future elections,
establishing a Fair Campaign Tax and the Fair
Campaign Financing Fund, amending inconsistent acts,
prohibiting campaign donations from private sources,
limiting the amount that may be expended in a
campaign, and relating generally to public financing
of election campaigns]] campaign expenditure limits
for certain candidates, establishing a Fair Campaign

Financing Fund to finance certain election

campaigns, creating a Fair Campaign Financing

Commission and providing for its composition, powers
and duties, providing penalties for violations, and
