SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 15 (b) of Article 77A - Higher
Education, of the Annotated Code of Maryland (1969
Replacement Volume and 1973 Supplement) be and it is
hereby repealed and re—enacted, with amendments, to read
as follows:

Article 77A — Higher Education
15.

(b) The government of the University of Maryland
shall be vested in the board of regents of the University
of Maryland. The board shall consist of [thirteen]
FIFTEEN members who shall be citizens of this State.
[Twelve] FOURTEEN of the members shall be appointed by
the Governor, by and with the advice and consent of the
Senate. The remaining member shall be the Maryland
Secretary of Agriculture ex officio with voting
privileges. [[ONE OF THE APPOINTED MEMBERS SHALL BE A
JUNIOR OR SENIOR UNDERGRADUATE AT THE UNIVERSITY OF
MARYLAND, COLLEGE PARK CAMPUS, WHO SHALL BE APPOINTED FOR
ONE YEAR BEGINNING JULY 1. HE MAY BE REAPPOINTED, IF HE
IS STILL AN UNDERGRADUATE STUDENT AT THE UNIVERSITY AT
THE TIME OF HIS REAPPOINTMENT. ONE OF THE APPOINTED
MEMBERS SHALL BE A JUNIOR OR SENIOR UNDERGRADUATE STUDENT
AT EITHER THE UNIVERSITY OF MARYLAND EASTERN SHORE CAMPUS
OR THE UNIVERSITY OF MARYLAND BALTIMORE COUNTY CAMPUS WHO
SHALL SERVE A ONE-YEAR TERM COMMENCING JULY 1. THE
STUDENT FROM THE EASTERN SHORE CAMPUS SHALL COMMENCE HIS
TERM IN EVEN-NUMBERED YEARS. THE STUDENT FROM THE
BALTIMORE COUNTY CAMPUS SHALL BEGIN HIS TERM IN
ODD-NUMBERED YEARS. THE UNIVERSITY. MAY AWARD ACADEMIC
CREDIT TO STUDENTS FOR SERVICE ON THE BOARD OF REGENTS.]]

TWO OF THE MEMBERS SHALL BE STUDENTS AT DIFFERENT

CAMPUSES OF THE UNIVERSITY OF MARYLAND. EACH SUCH MEMBER
SHALL BE APPOINTED FOR A TERM OF ONE YEAR, COMMENCING ON
JULY 1, AND MAY BE REAPPOINTED IF HE REMAINS A STUDENT AT
ANY CAMPUS OF THE UNIVERSITY. [They] THE MEMBERS OF THE
BOARD shall serve without compensation but shall be paid
their reasonable and necessary expenses while engaged in
the discharge of their official duties. The [present]
members of the board who were appointed to terms prior to
July 1, 1969 shall continue to serve until the expiration
of these terms, and upon such expiration shall each be
eligible for reappointment. The term of office of all
members appointed after July 1, 1969, shall be five years
and shall each date from the first Monday in June of the
year in which appointed. HOWEVER, THE [[UNDERGRADUATE]]
STUDENT members of the board shall be appointed or
reappointed as set forth above. No person other than the
Secretary of Agriculture shall serve for more than two
consecutive terms. Members appointed to fill vacancies
occurring during a term shall serve for the remainder of
