ages throughout the State of Maryland in meeting the
critical human needs of indigent residents, the needs of
children, the elderly and the mentally and physically
disabled, and in meeting such other needs as the Advisory
Council to the program shall identify.

(a) The Corps may employ professional, technical,
clerical, stenographic, and other personnel to carry out
its duties and functions within the limits of budgetary
appropriations. The employees of the Corps, except the
Administrator, shall be subject to the provisions
contained in Article 64A of the Code, title "Merit
System." Prior to July 1, 1973 the number of corpsmen and
corpswomen participating in the Corps shall not exceed
the number required to produce the equivalent of 100
volunteer man years. Thereafter, the number of corpsmen
and corpswomen participating in the Corps shall be
determined by the needs of the community and by the
limits of budgetary appropriations. The corpsmen and
corpswomen participating in the program shall make a
commitment of one year of service, and shall receive no
salary, but they shall receive living allowances
commensurate to their basic needs[; however, these
allowances shall not exceed $100 per month].
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

FOR the purpose of altering the salary of the Somerset
County State's Attorney, Sheriff, and Chief Deputy
Sheriff; providing for designation of and minimum
compensation for the County jailer; requiring
appointment of the Chief Deputy Sheriff; permitting
the appointment of one or more Assistant State's
Attorneys, and, under certain conditions, additional
deputy "sheriffs; clarifying language[[, ]]; and
prohibiting the salary alteration from affecting the
