proper expenses of the proceedings for forfeiture and
sale.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

AN ACT concerning

Real Property and Zoning — Subdivision Plats

FOR the purpose of increasing the civil penalty for sale
or transfer of lots in unapproved subdivisions,
deleting the provision that a plat or deed of a
subdivision is void unless the plat of the
subdivision has been approved by the planning
commission, providing that property improperly
subdivided remains subject to certain regulations,
providing for the effect of recording unapproved
plats, limiting enforcement provisions respecting
certain zoning violations, validating certain deeds
executed or recorded prior to the effective date of
this act and clarifying the language therein.

BY repealing and re—enacting, with amendments.
